PERMITTING & APPROVAL MANAGEMENT
The ABMV Approach
At ABMV, we provide end-to-end permitting and approvals management for construction projects of various sizes and typologies. From the initial concept through to occupancy approval, we manage deadlines, ensure complete submission packages, and coordinate communication with authorities and statutory stakeholders (DOSS). Our goal is a permitting package prepared in a structured, transparent way—so the process runs without unnecessary returns, delays, or repeated requests for additional information.
What We Do
- EIA – Environmental Impact Assessment
- We coordinate the required documentation and statements from relevant stakeholders and maintain clear tracking of comments and EIA document versions.
- We manage the process steps, including the public hearing and subsequent updates to the documentation, so follow-on project phases proceed without unnecessary delays.
- Building Permit (SP)
- We check the Permit Documentation (DPZ) for compliance with application templates and authority requirements.
- We compile mandatory annexes such as protocols, expert assessments, the fire safety report, and H&S documentation (from a submission/process perspective).
- We prepare files for the Builder’s Portal (Portál stavebníka) and verify formats, file sizes, and folder/file structure prior to submission.
- Occupancy Permit / Change of Use
- We compile inspection reports, tests, and protocols, and maintain a defect and outstanding items log (A-list).
- We prepare documentation for HOTO (handover and takeover), including minutes and supporting annexes required to commence legal use of the building.
- Occupancy Approval / Final Inspection
- We coordinate the final inspection and communication with the relevant authorities.
- We provide a complete handover package including as-built documentation (DSPS), inspection reports, testing protocols, and operating manuals.
- We work with the D-14 checklist and close the process with a clear, structured final handover.
Key Benefits
- Permits without unnecessary returns – systematic annex checks, checklist-based workflows, and standardised formats (PDF/A) significantly reduce the risk of applications being returned.
- Version-controlled documentation and a full audit trail – all documents, changes, and addenda are tracked in the CDE and can be retrieved at any time.
- A clear permitting timeline – clearly defined milestones, responsibilities (RACI), and step dependencies help manage the process without unnecessary delays.
- Complete record of annexes and communication – a central overview of all statements and approvals from statutory stakeholders (DOSS) and utility/network administrators, including deadlines and responses.
- Ready for the Builder’s Portal (Portál stavebníka) – files prepared in the correct formats, sizes, and structure required for electronic submission.
- Experience with large-scale projects – delivery across projects of different scales, from SEA and EIA processes through to building permits and occupancy approval.
- An expert team of engineers and project managers – professionals who understand both regulatory requirements and real-world construction delivery.
Our Advantages
At ABMV, we don’t treat permitting as an administrative necessity, but as a strategic part of project delivery.
- Lifecycle expertise – We manage permitting in direct connection with architecture, BIM, construction delivery, and final handover—so downstream phases don’t run into dead ends.
- Process management over improvisation – We work with schedules, checklists, and control gates that eliminate random errors and unnecessary returns.
- One source of truth (CDE) – All documentation, communication, and changes are version-controlled and traceable in a single environment.
- Experience with large and complex projects – We have hands-on experience where EIA, multiple authorities, technically demanding documentation, and tight deadlines intersect.
- We speak the language of both authorities and investors – We translate technical and project inputs into clear, permitting-ready submissions—without avoidable misunderstandings.

FAQ
We typically need the core project documentation (a study or DPZ), a list of parcels and owners, and any available statements or approvals you already have. If any parts of the documentation are missing, we will help define what needs to be completed—and in what order—to keep the process moving smoothly.
